You can trade resources with other factions, even items. The AI just never really does it but human players do it all the time. But a deep economy and tax system was never the intention, this is primarily a war game.

try a disciple game its fun just gotta pick the nations mannually sadly i havent seen them trade but if its to easy play against immpossible ai its a challange
