I always just cheat a character to have max survival. For me any of the random encounters break the game. I can kill the enemies, but they will never go hostile. Though the main problem is I cannot leave the area. I cannot interact with the Kodiak. The only way out is load a save before going into it and hope that another one doesn't happen in the same spot, because 100% will not work.
So I just put 10 survival on my main character via cheating and never take any of the perks. I view it more as a work around than a cheat. Plus like you said...it doesn't have any other use. I've had a couple games get ruined thanks to random encounters.
It's not free but it works. I just went to the Inventory and got each individual Character to select Med Hypos (that anyone can use) and then right click 'Use on Self'.
It totally works just have a stockpile of the cheap Med Hypos.
