Game struck on start screen
This issue is just since the recent steamVR updates.
I have exactly the same issue as the other thread by TonaZ.
I am using a rift-s and booting up the game I have no hands or any way to interact with the start button. Sometimes to start button is not present at all.
The only button that does anything on controller or touch controllers is the recenter button.

I have the same issue on my Quest3.
The player.log file shows errors.

It's the same for me too, no way to press the start button.

I tried to play this today and no dice, stuck at intro screen with press start. Index and Index controllers. I tried the Vive wands too but nothing either.

Same, Pico 4. I tried all sorts of controller settings, emulating all the different controllers. None of them work.
If devs needs steps to reproduce exact setup we can provide it.
My hands worked until I went into the settings and clicked on the most right tab to change a setting, then, they disappeared and never came back.
Gonna delete any config files and retry.

It looks like this is a problem with the 'Xbox controller' controls. Gazing to highlight buttons doesn't work anymore, so you can't press A to use any interface buttons.

You can delete HKEY_CURRENT_USER\SOFTWARE\VertexBreakers\vracer_hoverbike\localSettings_v2_h3490137782 in the registry to reset your local settings, but I don't really like playing the game with the other control methods.

EDIT: This game received a patch[steamdb.info] 4 months ago that broke gamepad controls. You can get them working again by downgrading your install to an older version. To do so, download Steam DepotDownloader and type at a command line:
DepotDownloader.exe -app 668430 -depot 668431 -manifest 6553896507679792528 -username [username] -password [password]
Then open up your Steam\steamapps\common\V-Racer Hoverbike folder, delete everything, and copy paste the files from the depot folder you just downloaded with DepotDownloader.

For the devs, it was specifically beta manifest 2197626256146471217 that broke things.
