Sorry, compound doesn't support steam cloud saves, but you can manually copy / backup / transfer save data if you like.
All progression and save data is stored in a file called 'compound_2.sav,' located at the following location:
C:\Users\[your username]\AppData\Local\COMPOUND
If you are migrating to a new PC, you can copy this file (or the whole COMPOUND folder) and place it on your new machine to keep your progress.

About your questions:
The save file structure is a bit different. Quest save data can be read by the PC version, but PC save data can't be read by the Quest. If you are in a real pinch, though, you can send me the PC version data and I can edit it for you so that it works on Quest. Just needs a few extra bytes on the end.
As for the differences; there aren't much. Graphics were *not* downgraded, actually. I managed to keep it exactly the same, since it's not super heavy on the GPU in the first place.
The main differences are the lack of Steam Achievements and Steam Leaderboards. I also made the bow a bit smaller to account for the more limited tracking range. Other than that, they are pretty much identical. I'm very proud of the port, since it has no real compromises.
