It unlocked for me, so not sure what you'd be missing if you followed every character in the chapter.

I'm having the same problem on PSVR. I'm pretty sure I've followed everybody for the whole chapter, but one character isn't being recorded fully on the timeline (and other was recorded before I followed him). Did you ever figure out what was going on here?

The theatre has the timeline where each character is shown in his/her own colour. Make sure they are all solid with no gaps or dark lines. If any are found set your time to just before that break and your position in the vicinity of the actor. I got my cheevo unlocked like that.

All I can say on this is it eventually unlocked while I was searching for photos, newspaper articles, etc during chapter 4. My entire timeline was filled in prior to this, however (other than Flora while she was doing her thing during that time period). I did notice that something happened to my timelines after one of the events and they weren't reporting correctly.
I'm not sure if it happened after following Flora through the time warp into Chapter 0 or if it happened after the hotel room experience, but something threw it off.

Mine also didn't unlock. I've filled the entire chapter's timeline with every character (including the corpses), and gotten the theater scene.

Probably there has been a problem and you missed something. To Unlock "The Liars" you must wath all the scenes in chapter 4. Sometimes we ound out this issue and 100% times it's because the user wasn't looking at the correct place or character so some importan info gets missing. Try to verify this:
Gustav must have 3 Scenes at chapter 4.
Flora must have 3 Scenes at chapter 4.
Swan must have 3 Scenes at chapter 4.
Vanderberg must have 0 Scenes at chapter 4.
Edison must have 3 Scenes at chapter 4.
Bernhardt must have 4 Scenes at chapter 4.
Mundy must have 4 Scenes at chapter 4.
Tesla must have 0 Scenes at chapter 4.

If you have completed this scenes map, please try to follow character by character during chapter 4, it will work 100%.

It has worked for me. I followed the suspects one after the other individually. Although I thought it did not work after following each one and without showing the achievement. Finally I decided to follow the actress until she picked up the knife at the kitchen. At that very moment the achievement appeared. I do not know if it was chance or it will work for others too.

Hi Devs!
I have tried replaying this chapter several times and there's no gaps at all in anyone's timeline (I even filled Vandenberg and Teslas). I still haven't unlocked this achievement unfortunately. I think I might be one of those unlucky ones with a bug :'(

This is definitely glitched for some (including myself). I've watched everything - in my version, Swan only has 2 scenes (rather than 3). I've watched the supposed third scene at 7:08 with him saying "I'm sorry" many times, but it never unlocks for me. My timeline in the theater of swan only shows 2 scenes. Happy to upload proof if this helps.

Hi all. To unlock The Liars Achievement you should do the following.

You have to watch all the scenes from each character in chapter 4 and they have to be marked at the theater. These are the number of scenes per character.

Gustaf: 3
Flora: 3
Swan: 3
Vanderberg: none
Edison: 3
Bernhardt: 4
Mundy: 4
Tesla: 0

If you find any problems with any of the scenes you just have to choose to follow the character with the camera and you sill see the full chapter.

If anyone else had this issue, we noticed ours when this same thing happened to us: Swan only had 2 scenes show up, and we ran through his timeline several times without triggering a third. Swan was our core to the bug, but it could be a character de-sync for ours.
