If you have any card driver custom profile setting forced onto the game, don't, try to let the game be itself aside from limiting FPS down to 60fps to avoid damage glitch
Other than that, lets try basic protocols like reinstall DirectX, reinstall Visual C++ Redists [drive.google.com], run as in Administration or Windows compatibility
That being said... if desperate, you might go for Previous_version from Beta Tab if you got a bit older CPU like me (since I have just tested it and felt not smooth like previous version). Still, there are issues with previous_version, you might as well check the Guides to learn more about it.
I don't think I even have an onboard GPU.....but it's not as if there's an option for it in the game anyway.
As I said, it DOES do fine with the browser closed, but even that is inconsistently even needed, so I guess I don't really need a fix. Still weird though.
And when I look at Windows settings, both 'high performance' and 'power saving' are my card (and RTX 2070 SUPER by the way, i.e. something that shouldn't break a sweat on this game).
Nothing about it in msinfo either

When running Ys 8, bring up task manager to see how much graphic memory is actually being utilized. If you are still getting 20 fps, is your monitor generic or does it have gsync compatible/ready? If it has gsync compatible/ready, you may want to check device manager if it sees your monitor as a generic PnP monitor. If it sees it as a generic PnP monitor, try finding the drivers for it and update it manually.
If none of this helps you out, the only thing I can think of is if you manually connected the cable from your onboard GPU to your monitor and moved the game over to that. If it's not software related, then it's driver/hardware related setups. I can only think of the HDD after that, but that is rarely if ever the case.
In the Screen options:
2560x1440 Resolution and Normal Supersampling, no V Sync. Supersampling changes require restarts to test, but seemed to have the single largest impact. Going from Normal to Ultra Supersampling dropped my fps by anywhere from 60 to 100 fps at times.
In the Graphics options:
Shadow Casters from Normal to Ultra didnt have much impact. Shadow Filtering from Enhanced to Soft was a loss of 45 fps. Shadow Resolution from High to Ultra was about 30 fps drop. Glare removed about 20 fps for some reason for me. DOF was about 10-15 fps. Gradation was nothing. Lens Flare was 20 fps reduction. Ambient Occlusion from Normal to HBAO+ removed 50 fps! Draw Distances didn't seem to make much of a difference no matter where I was. Anti Aliasing varied about 10 fps drops. Anisotropic Filtering didn't seem to have any fps effect.
So it seems like it'd be best to reduce Supersampling, Ambient Occlusion, Shadow Filtering, and Shadow Resolution mainly, in that order, and avoid setting any of them to max if you want to increase frame rates.
