It's been a while, but don't you increase your rank by actually cutting wood and mining stones/ores?

I realized my men got rank 3 and rank 2 (but quest do not proceed)

After buying a licence then went down mine
I think my characters got maxed thieir skill

How many skill points do you have invested in those skills? Remember Rank and Total Skill are different numbers. You might only have 1 skill point in each and are getting a bonus from your attribute associated with that skill.

I am using pre-made characters.
So i have never touched any of my characters skill points.
Should i create custom character to do this quest ?

I retrain one of my pre-made character(Lia) into custom type.
Then learn woodcutter and miner st Artisan Guild.
Them clicked skill icon + and consume some skill points on these skills.
It works ! Thanks.
