-You're quitting to the main menu from the management screen (before you start the day) after doing your gift locking. This causes any gift changes made (locking and making them visible/invisible) to not save. You need to actually get into a day THEN quit if you want it to save.
-You're Memory Repository'ing back to a day where the gift was not locked. Memory Repository will set your gifts status back to what it was on the day the Repository was made. So if you had a lot of gift management to do on a Repository day, you will unfortunately have to do it every single time you go back to it.
Actually, scratch all that, I just noticed you said the gift was Reckless Foolishness. Crumbling Armour's gift is special in that it can't be locked (at least, I don't remember it being possible when I played). If you want to keep it, you'll just have to avoid sending agents with it to any other Abnormalities that give hats. That being said, there's no way you have it on THAT many agents. Some attackers sure, but it's absolutely not worth having on a lot of your facility. You should only have it on a select few, which should make avoiding removing it with other hat Abnormalities easy.
