Due to licensing issues, the Japanese DLC Language Pack is only available on the Steam Store from Japan. If you do not live in Japan, the game will always be in English language.

Yeah, there is no way to enable Japanese voice acting for this game unless you buy this game in Japan. Unlike the original Life is Strange's Japanese VA depot, this one requires a specific Steam license:
