Looked in most common places and can't find them. Know they not in steam cloud so must be on my local somewhere? thanks

New to the game and I was wondering if the Sovereign is always off-map. Seems like it, but maybe I don't know how to bring the Sovereign on the map.

can't change any general options tell me how to fix it, I've already done a re-installation and checked the files, it always finds one, downloads it again and the same thing happens again
