Euro Truck and Construction Simulators have various cargos to deliver, Bus and Train Simulators have passengers to take to various stations so City Car Driving should have both: taxi type missions for transpoting passengers (see Test Drive Unlimited) and delivery missions to transport various goods.
Also, as it is called City Driving, it should not limit itsself to only drive cars but also there should be limousines, vans, pick -up trucks, SUVs, unitily vehicles, etc each type with their own missions.
It has both - missions (in career mode) and sandbox (free driving mode), and also there's random routes generator in free mode.
Some types of vehicles you mentioned can be added as third-party mods.
DirectX 11 is already supported.
