GPU usage ???
90% all the time on a RX 7800 XT ? Is that normal for a game which says recommended (not minimal) requirements are NVIDIA GeForce GTX 970 or AMD Radeon R9 390 ???

God of War Ragnarok and Ghost of Tsushima use only 20% at max settings !

If you max all setting with uncapped fps, of course it will reach 90% usage. No offence to GOW but have you seen the level of detail, particles and physics in this game?
What settings are you using?

Had no issues with my undervolted 3090 but I also have an 120 FPS cap to keep it cool.

Thanks for answering saying you have no issue. And yep ultra default settings (meaning not even the maximum on QB which requires custom setting to REALLY set all to ultra).
Limited fps too (on a 1920x1080 screen!) for GOW and QB.
Vsync on or off on QB doesn't change nothing.
Thus my GPU is NOT undervolted (if this means the PSU would be too weak).
No GPU/CPU bottleneck possible. 32 fast RAM
Recent PC very well maintained, proper install of drivers etc. anyways as I said I play a lot and I only experiment problems on this game...
