Don't know if it is a bug but level 200 is empty and therefor unplayable (at least here). Did someone get past it?

Cant get the achievement "Cupcake pack complete" Eliminated in late 1200 and performed level. I have the 3263/3000 stars. However I missed some earlier levels: 211, 213, 214, 239, 240, 275, 278, 296 and 299 they simply impossible to fulfill What are the conditions for obtaining the latest achievements?...
