Simply put they will release Halo Wars 2 to steam only after Halo Wars 3 is hugely successful and limited to their own platform.
steam just gets handouts to prop up Microsofts player numbers. E.G. the master chief collection
a lot of players really could care less what platform they play on.
but steam has a successful cult they have built and simple truth is it has god tier amounts of players that most of the others combined simply cannot match. if you want access to those tens of millions of of players you gotta cough up the 30% sales tax to sell on their platform.
the only reason HW and the MCC is on steam is for that sole reason alone. Even epic comes crawling to steam.
