Is DR2 Off The Record it own separate game?

I beat DR1 many years ago but never played DR2. Is Off The Record a must-have after beating the base game?

OTR is a retelling of Dead Rising 2 with different characters and a remix of the plot. You play as Frank West (from DR1) instead of Chuck Greene. It also has a sandbox mode, which DR2 does not have. You can run around the city and do challenges which range from fun to infuriating. They also added another area of the city- Uranus Zone, which is an amusement park.
