Always be sure to votekick your friendlies and kill every enemy friendly not only because it's a shooter they launched all by themselves then be completely disregarding shooter elements on PvP servers for attention seeking and going against the grain at the expense of actual players, but because you also risk losing the entire server due to everyone being a friendly and then you can't play, unless you follow 1 VS 1 meta (yes, we've totaly queued for that experence, and that's not how it should be played).
By killing friendlies you can also invoke them to play the shooter game.
It's not their place, it's a shooter, there is no wrong moment to shoot, being a friendly is an extreme + always wrong, and ruins the game for everyone playing on PvP servers.
Every single game you've listed has that, uh, other freedom -- on appropriate places for it.
Both DOTA and CS 2 have that freedom on certain community servers.
It would be goofing off if you were doing it for like 5 seconds, not for extended amount of time.
A comparison could be made, not very accurate I imagine, but the idea is: if someone insuits the other in a heated argument - that's just being mean and rude. If that someone continues doing it for the entire day - that's harassment.
tl;dr - ~5 seconds is goofing off, doing that for extended of time is idling + griefing.
