Tobi Tinder is the only character I have not unlocked and I am wondering how to unlock him. I have the Doctor, so now he does not show in the Lab. I accidentally skipped some of his dialogue and did not see what he said. If someone could tell me what the dialogue was, how to get Tobi, and why my achievement hasn't been unlocked for the Doctor, anything would be appreciated...

Does anybody know how to obtain the cloak in the cave down by the beach? I know playing the horn will make it appear but I'm clueless as to how to reach it.
