I had heard some instances where Snoop doesn't trigger. We think it has to do with hitting the play button a second time after it's started, but are not 100% sure. Regardless, we put in a few safeguards in the next update, which is impending.

It triggered when i restarted the game and around the 2nd or 3rd chapter i took some time to relisten the voicemails and the chat messages.I was playing in story mode.
