That means you likely didn't get the 4th flag correctly. Maybe you were too late when you opened the "From an unpopular girl" mail, some flags don't process if you take too long to open/reply to the emails, sometimes just a few lines of dialogue are already enough for it to not count anymore.

I suggest going back and opening the mail in the same exact line when you receive it, that might solve your problem
