It should be in Video Options>Rendering Options, it is called "Wait for vertical retrace" or something like that.

I know I'm resurrecting the thread, but this option does not work. Enabling it in the nVidia control panel doesn't work either. Any other solutions?

Do you have fps counter in the game? If you activate the vertical retrace ingame, it should sync frames with your monitor's refresh rate.
Type in console /hud_iStats=1 to see what the framerate is.
Thanks for the reply. Yeah, I did check the framerate, that's why I knew Vsync didn't work. I did find the problem, though. That "Wait for vertical retrace" doesn't work with Direct3d, but it does work with OpenGL. I had switched from the default OpenGL to Direct3d because the 1920x1080 didn't work properly, everything was zoomed in. However going back from Direct3d to OpenGL, that resolution now worked fine for some reason.

It's weird it doesn't with OpenGL. I ran a test yesterday and I had 85 all the time.
When using OpenGL, go to the advanced rendering options and set Refresh Rate to Default. However, there is a bug with this API so you need to use CRU to delete lower refresh rates on Windows, so that OpenGL will pick the highest possible refresh you've set. Otherwise OpenGL picks the lowest refresh.

In term of stability, OpenGL is usually a little faster than Direct3D, even if at high specs it doesn't really matter.
Excuse me, I made a mistake in my previous post. Vsync *didn't* work with Direct3d, but it did work with OpenGL. For resolution, it didn't initially work correctly with OpenGL, worked with Direct3d, then worked when I went back to OpenGL.
