Type in console /hud_iStats=1 to see what the framerate is.
When using OpenGL, go to the advanced rendering options and set Refresh Rate to Default. However, there is a bug with this API so you need to use CRU to delete lower refresh rates on Windows, so that OpenGL will pick the highest possible refresh you've set. Otherwise OpenGL picks the lowest refresh.
In term of stability, OpenGL is usually a little faster than Direct3D, even if at high specs it doesn't really matter.
