Why does the steam version have massive input lag and the game is running a lot slower?

Hi, I played the game quite often years back and still have it in my GOG library - there through my normal pc the game does not start again... Start the game ... black screen for 2 sec ... back in Windows. I searched only for some support but did not find anything. Now I thought I will get the game again through Steam and try it here. Again here unfortunatley without success. The launcher shows up... But when I try to start the game a black screen appears and soon I'm back in Windows. Any ideas what I ...
