You'd need custom unit models, sounds, national focuses and events, music, voice lines, a new map (and making maps for this game is ♥♥♥♥♥♥♥ awful experience), tech tree, reworking existing mechanics (possible) to making new mechanics entirely (painful, painful painful). It can certainly be done but for one person you're looking at ~500-1000+ hours of work, which does not include time spent learning how to make the content in the first place.

You won't do it, of course, but just in case you do, recruiting people to help will make it easier but you need something to show for it to get people in.
