Compare this to what we have now from Italy and the USSR for example, as well as Germany when the newest DLC drops.

It’s not unfinished or half assed, it’s simply old.
Which means not only that the devs did not have years upon years of experience (and player feedback) to work with, but also that some of the tools that were developed later (both actual dev tools and game mechanics that were added with later DLC) were not available at the time and could not be integrated seamlessly.
That being said, it seems to me that despite the complaint about the focus tree being “half-assed” in the OP, the main critique is that you don’t get access to unique models for your planes and tanks; which I guess is a valid complaint but not really something that to my mind would contribute to the nation feeling “unfinished” in any way as those have exactly zero impact on gameplay.
It's not.
You might not like it, you might wish they had spent more time on it or provided more branching paths (or, as is the most common issue people seem to have with the Soviet Union, "but what about this extremely obscure sect of the communist party that disappeared into nothing and has not been heard since? Why couldn't you make it part of the game as I do think it would be a good idea?") but it's a matter of personal taste.
Some of us find having enormous, extremely long and complicated focus trees to be quite appealing, some find the same exact thing to be a stupid waste and a reason not to play that content.
Paradox (like any game developer) has a need to strike a balance between the different interest groups that comprise the playerbase.
And in that spirit they make it extremely easy to mod their games to suit everyone's personal taste.
But alright, I'll bite.
What would it take in your opinion to "complete" the focus tree, especially the alt-history paths?
