Go into the Program Files(x86)\Steam\steamapps\common\F1 2016\_CommonRedist folder and click on vcredistx86 and x64 and reinstall or repair them both.

I fixed my issue. Turned off SMT on my AMD 2950x threadripper. Simultaneous Multi Threading. :)
