The game is no longer available for purchase, and Steam only allows buying emoticons for games that are still purchasable.

wow why would FF6 be taken off? its a damn good game!

Final Fantasy VI is still available to purchase, just not this version of it. Square Enix delisted the old molbile/Steam versions of Final Fantasy V and VI when the Pixel Remasters (which are the first 6 games) were releasing back in late 2021 and early 2022. The old versions were never given any support after they released and were generally not well received, so my guess is that Square felt it would be simpler to just remove those games from the store and replace them with the Pixel Remasters, which have actually been given several updates and bug fixes since release.
