unplug your gamepad if you have one.

If that doesn't work: Try the console command "enableplayercontrols"
typing DIEL in the console will let you know if the game has restricted input (DIEL is just short for DumpInputEnableLayers, and puts the output in the console itself). Will also include the script name (might also include the plugin file, but don't remember). If the info takes up more than 1 screen, page up and page down will allow you to see it.

Might also be what Nitemares has said, if the game detects a gamepad, it tends to prefer that, and only a setting in the in-game settings, Gameplay (i think it's xbox controller) will allow you to tell the game to not use it, and thus only use keyboard and mouse.

Will go now and try these one at a time... Do not have a gamepad, Mouse and KB only.

ok so ...enableplayercontrols did nothing .. :( DIEL [DumpInputEnabledLayers] gave up this 'Forced - enabled controls: NONE and Layer - disabled controls: Layer 0 - Console/old script system: NONE
I may have found out what has caused it. .... at exit from the vault on first start you are given the opportunity to change the player Name .. (I changed the name).. I found that if I Do Not change the Player Name the game plays as it should , if I change the name the game goes brain dead.
Thank you.. :) cause if I had not done those two commands I probably would not have found that out.

Good job on finding out the issue.

Forgot to mention this, but if you want to know an example of an InputEnableLayer in use is during the vanilla start (when the player is in the prewar house), you can type in DIEL to see something with mq101 in the name that has an inputenablelayer enabled
