UPDATE, FIXED!! CROPS menu missing from "Resources" tab in workshop menus!
UPDATE: Thank you to everyone who helped me out on this thread. I found the solution to the problem after a long process of elimination. Somewhere deep on a Reddit thread, I found someone who had the same issue, and his culprit was a mod called Unlocked Settlement Objects, or USO. I had the same mod. Disabled it, and all my vanilla objects came back, (which I'd discovered were ALSO missing,) and my Resources Menu is as it should be, Crops and all!! Thanks, Community!!

Just started a new playthrough and I cannot plant crops, because they are missing from the menu. I have "Water," "Vault," and "Misc" under the Resources tab, but everything else is missing. I just started using Vortex, and don't really understand it. Anyone know why this would happen, explained for a, shall we say, VERY non-I.T. person? Uninstalled then reinstalled F04. All mods check out fine on Vortex.

I know some settlements dont allow you to plants food. Namely the mechanists lair and boston airport. So if you're at one of those 2, thats why. Otherwise, I dont know. I dont use mods, so I cant help in that regard. : |
Thanks! This is actually happening in Sanctuary during a new playthrough. I'm scratching my head over this one. Don't know why such an important part of my Resources menu is missing.

Did you pick up any of the crops that are around the area first?

Are you doing the tutorial or have you come back to the area after ignoring it? (or alternately did you start building before the tutorial from Sturges/Preston?)
Just because Vortex says your mods are fine doesn't mean anything other than they aren't conflicting with each other. They can still be causing issues with the game. Stuff missing from the build menu is usually caused by mods. Especially ones that add things to the build menu. Likely one or more of yours are causing the issue.

Not necessary. All of the crops show in the menu right from the beginning. Waiting until you rescue the group from Concord doesn't do anything either.

Weird. Any chance they are in another tab? Like they just got filed as something else?

Check any mods that require Settlement Menu Manager, which is required to add many interesting settlement mods that have their own whole batches of building, furnishing, decorative, and sometimes food items.

Very weird. I've put an overwhelming number of hours into this game, and have never had this bug happen. I've searched through all the menus and submenus and it's just missing. Thanks, though!

Thanks for the info. I have several mods using SMM so I'll have to do some searching.

Glad to know it is common and I hopefully haven't broken my game. Hoping to avoid the painful task of going through the mods one by one, but probably what I need to do. Thanks for the info.

If you've gotten them from Nexus and they're mostly recent you can always go to your MODS: DOWNLOAD HISTORY tab and check them in most recent to older order.
the build menu sometimes can bug out hard. have stoped counting how many times a random vendor booth wasnt showing up in the list. that was fixed by going away from that settlement mostly or just save and reload.
im little concernd about the Vault option in the resources menu TS mentationed, never seen that there, so the chance is high some mod goes crazy.

They might be using an alternate start? It is odd to have a Vault in Resources BEFORE doing the V88 mission obviously, but some mods do have their own vault section like SOE.
