Are you running the Ubisoft Connect launch before trying to launch the game? It should be running FIRST.

Are you offline on Steam? I discovered I couldn't even get the game to open even once while I was offline (since I play fallout 4 and don't want that game running its update to ruin everything) but the moment I went back online it connected and worked. Running your launchers and the game exe in admin-mode also helped according to the internet.
