It must be on your end cause if others didn't have this issue then it's is on your end for the issue.
cyberpunk is about demand, but the engine mafia 3 is on, seems the problem is because theres no fps cap.
though for me, this game runs cool while mafia 1 definitive generates some heat.
i had vsync on 144hz, it used 100% of my fans as soon as i started it up and it didnt change. Its the only game that does this for me
iirc there was someone with similar issue who found the game was using his integrated graphics instead of his discrete gpu. so there might even be something intel vs amd.

Considering how upset you are about a pretty simple disclaimer and your screeching about it being a "woke" game as a result, it is pretty clear that you could benefit from stepping away from the internet and especially the right-wing echo-chambers you are trapped in and actually talk to people, learn about their experiences, and maybe even develop a small bit of basic human empathy in the process.
