Is this just an emulator?

Looks like the C64 version. They could have at least used the amiga version.

It's the DOS version, and to answer your question, yes, it is running in an emulator (DOSBox), as most of the DOS-era games on Steam are.

I do agree that the DOS version was singularly the worst version of the game to emulate here. The C64 version would have been a step up over this.

You just launch a preconfigured for this game DOSBox emulator (which is the largest part of the download ;) ) - nothing different from ordinary titles.
