same here... in the missions.ini file are the multiplayer settings saved.
There is an parameter NumAIs which means "number of computer players" but if I change this to more then 1, nothing happens :(

nothing happens because you probably change the settings for regular multiplayer instead of skirmish. I see no skirmish specific settings in the missions.ini.

im not sure, but i think the game is incapable of having more than one AI player at a time. That said, i wish there were a way to play this online with others(as opposed to LAN).

I think that the developers of this game (Epic Mega Games, now known as Epic Games) didn't focused on singleplayer besides the campaign. However, they could make a """Sequel""" with UE4 and that'd be fantastic.

I remember seeing in you tube a video of someone playing with all ai unlocked. He sadly never remembered what he did to make it work. It was I believe the german disc version but I can't be 100% if anything changed between the US and GER disc. I have wondered if one day it could be re built within a new engine and fixed up for modern day gaming. The world lore and units where unique but the game was just terribly engine flawed.

When I played this game in 2000, I could play with multiple AI's in skirmish, but I don't know if the steam version supports that. this was either on windows xp, or windows 99.
