What kind of game is this?

The tags feel a bit all over the place.
Is this a PvE card game, where you progress through various encounters while earning rewards and pack? With PvP on the side? Kind of like what Hex: Shards of Fate was trying to do?

Is it more of a PvP TCG, where you're buying packs and fighting other players as the main focus?

Is it something else entirely?

It is not a collectible card game. The only way you collect cards is by buying sets. You can play single player or multiplayer. You can turn on or off any sets you own while setting up the game. Single player AI is decent on hard, but pvp multiplayer is much more challenging.
