do the characters that you killed the past of have their alt costumes unlocked (theyre a pickup next to where the character stands in the gungeon lobby area)

No there is no pickup thing near the characters.

It appears you didn't actually killed the past, then - you need to assemble all of the missing artifacts that form the Bullet That Can Kill The Past, *then* you need to have the Blacksmith give you the bullet in the 5th Chamber.
