The guy you want is likely there you simply can't interact with him.
The guy you want for this quest is the other Blacksmith up against the wall, he should have a red scarf around his neck. For me he needed to be working at the anvil for me to be able to talk to him.
For anyone else like me that got stuck here try advancing time until he's pounding on something at the anvil and then talking to him.

What made him appear for me was to head down the steps, through the door near the Clan An Craite guard under the shadecloth, go down to the bottom of the steps, disrupt the guard waiting at the bottom, then come back up.
