no construction ship means obviously noone to tell to build anything at a location.
you need the CV, for obvious reasons, and you need an Architect working on that CV.
once only these two are satisfied you can find build spots in almost every zone as well as building spots in so called empty space zones (these are zons that are not on the map initially but will appear when you are traveling between them).
is there an architect on board of the CV that is following you?
any ship, fresh from the line, only comes with the mandatory staff.
in that case only a captain.
you need to hire an architect to work on your player ship and reassign them to work on that CV once you are docked at it.
without that architect the construction vessel is just an enormous, floating target.
you may also want to hire an engineer and defence officer to enable some sort of self repair and allow that ship to actually use its weapons and combat drones.
