Essentially, any PvP event like Hostile Takeover, Helm Wager and Cutthroat Cargo Hunt are essentially forced PvP on missions. But if there's no one else in the activity, it just plays like as if you are playing a PvE mission. While nobody can enter a cutthroat cargo hunt after the timer goes 0 and it begins, people can join hostile takeover and helm wager partways.

So to answer your question, yes, but it's riskier than solo takeover (which guarantees PvE only)
