Worth pointing out that according to the Omega update patch notes you should just have that ability in the first place, but I have not noticed that to be true on any of my expedition starts. I can see them just fine on my main playthrough where I have the Atlas path completed, though.
Sounds like for you the Omega update might have finally kicked in and allowed you to see them without completing Atlas? This is the bit in the omega update notes I'm referring to:
I haven't started a new game in a while now, but when I ran through the current expo, I visited the Anomaly several times and they didn't appear. After I spoke to Polo they became visible...
I started a new game recently, using the tutorial. I spoke to Polo about Artemis, not the black hole. All black holes were visible as I was triangulating for Artemis' position. So, maybe you need to interact with Polo, but specifically asking about black holes is not necessary.
I have 2 current saves started with 5.12 (1 normal and 1 max difficulty) both with tutorial on. Neither have done Artemis path (sitting at "Alone Amidst the Stars - Artemis, the Explorer") or Atlas path (still shows "The Dust of Creation"). The Space Anomaly is at "Beyond the System?" so I've talked to all the inhabitants.
Can see nearby black holes on the galactic map in both files.
