It definitely shouldn't require anywhere near what they've stated unless the recommended is for 2K+ 60+fps.
Most developers just upscale the textures, add extra shadows and touch up some lighting. This game overhauls most things, including all models, most things get higher polygon counts as well all pre-rendered cutscenes being remade entirely.
As for a remaster, this is as good as it gets. Not even Nightdive does remasters quite this well.
