Short answer: not really. It's more about some travel spots around Tokyo plus little bits of facts about Japan (some of them might be outdated because...like it was 10 years ago when the game was released).

However, if you play only the base game (without the 2015 ver. / 2016 ver. DLCs), there're options to display Japanese dialogues with English (or even without English). No kana readings though, and frankly I'd rather recommend you play the full version with DLCs because it just has more content (even though they removed the Japanese dialogues and may have made some very minor scenes a bit lost in translation).
