As for debt, like any other builder type game, you should not go into it in the first place. Avoid overservicing your cities with services and always keep an eye on the budget, which should be green and generating a profit. Let the simulation run for a bit if you need extra cash.
Debt and deficit spending help get me through the early game. As the loans drop off it turns into a large budget surplus. When I am ready to put in a subway, I'll tack on the debt again to pay for it, usually keeping a small surplus.
You Just use Regions to offload costs and move industry into other regionas and connect them as a HUB
I just stop here my point is
Simcity 4 is a unfinished mess made with love but Simcity13 is a unfinished cash grab made with greed
Either way, technically speaking, SimCity 2013 is a reboot, simply titled SimCity, and not 5 nor 6.
But for ambiguity purposes, many refer it as either SC13 or SC5 - as it is the 5th full fledged city builder of the franchise - to differentiate it from the very first version.
While many, if not most, refer to it as SC5, I have never seen anyone referring to SC:S as the 5th version.
