It's Quake II operating on cartoony logic, and it's amazing, so much personality to it.

You can topple enemies by sliding into them;
Enemies prefer to jump around to flank you instead of walking;
There are dinos, bots, zombies, aliens, bats, and giant eyes that split apart when killed;
Two enemy types that resurrect others;
They all infight just enough to be chaotic but not enough to make it easy for the player;
Notable weapons are a scoped SMG with an ungodly fire rate, a working flamethrower with a secondary that creates an area-of-effect fire explosion, and a pistol with ricocheting shots that also have a soft homing feature, and its secondary creates a barrier;
The BFG-equivalent has a chain lightning secondary that cleans rooms, as long as it can find new targets;
A silly fun plot about aliens abducting humans through tourist trap ads and giant magnets;
Good level design, I never felt lost, they loop around well enough, with secrets all around;
The max difficulty, in keeping with boomer shooter tradition, has the novelty where enemies constantly resurrect (unless gibbed).

I recommend binding the run and slide buttons to the same key for a makeshift dash. As for difficulty setting, I felt the introduction of enemy types smoother on Subjugator, but the moment-to-moment combat better on Not so Maxed.
