Warmonger achivement broken?

I'm at 0/40. I have beaten this game. I started a new play-through and got to chapter 2 so far. I'm still at 0/40. Is this achievement broken?

i got the achievement a few days ago, it didn't seem to track, just activated upon hitting 40
