Which one to buy?
I have read the pinned FAQ but it wasn't sure if all factions are in Tales of Valor.

I have no CoH1 in Steam, I used to play as a child from some CD or wherever I can't find and wanted to play again.

I don't care about playing any of the campaigns and as of now I don't plan playing multiplayer so that's not important either.

I just want to be able to play custom battle against bots with ALL 4 factions. What do I buy? It looks like Tales of Valor to me right now but wanted to ask you guys.

It's Opposing Fronts, not Tales of Valor, that adds the British and Panzer Elite factions. Tales of Valor adds no factions.

But if I only get the Opposing Fronts I don't get to play as the USA or the Wehrmacht, right? I am trying to buy one thing and be able to play with all 4 armies in skirmish mode, if it is possible.

Yes, you need to buy the base Company of Heroes game to play the game.

It looks like Lelics went completely nuts, at least where I am, because there is no way to buy OF as a stand-alone anymore. Unless you are REALLY short on money, just get the Complete Collection and call it day, OP.
It looks like the only other option is to buy ToV because some random guy on this internet told you you'll be fine by doing so. With the current discount, this could save you around 1,50$

ToV are specialized missions from the 4 factions & switchable vehicles before game start.
OF are the 2 factions not included in the original for the player - German P.E. & British.
EF (free mod) are 2 extra factions - Russian & German Aux. (The other European Axis Forces).
