Of course not. That should be too dangerous and unsafe

As far as I'm aware the speed limit for special transport is the same as for other trucks irl, but this may not be the same in every country.
It's up to the driver and the convoy to decide what is a safe speed to transport whatever they are transporting.

If you are using speed limit mod, there's one that allows special transport speed limit up to 90 Km/h. Like @MagnusA said, it's a limit not a goal. You're not obligated to achieve that limit. Instead, you are free to drive far below the indicated limit for your own safety.

Depending on the route they need to drive there can be limits set by the authorities....like, you are only allowed to cross that bridge alone without other traffic with a max of 10 km/h

The Escort Vehicles are only there as an extra safety to gain the attention to other traffic, or if needed to block traffic in cases like the one i mentioned.
The speed they are allowed to drive (if not set in advances by authorities) is usually set by stuff like the weight of the freight and vehicle (would be bad if they drive 80 and then need half a kilometer to stop in an emergency situation)

A Detour spawned during a Special Transport and the escort car went straight into it? If that is not the result of mods, file a bug report in the official forum (if possible) : )

Detours on special transport have been reported as bugs a couple of times. Not sure if SCS acknowledged though.
