sorry to hear that the support are unable to transfer your games.
If the support has confirmed that your account is not eligible for a transfer, there is not much that we can do here, I'm afraid. We on Steam are as unable to assist with any account related queries, and this can only be done directly with the support over at the portal.
The only thing that we could suggest would be to ask them in the case you have created to see if there may be any other option (or any information that could help) to maybe make the transfer eligible.
We understand that this may not be the response you were looking for here and can only apologize for the inconvenience. However, if there are any other queries you may have, we are more than happy to assist.
