Fortunately I'm assembling new PC but it is important to say that testers failed (excluding non-professional volunteers) and the update should be rolled back.
I tried the other old machine - notebook this time but in spite of Intel Mobile GM965/GL960 Integrated Graphics instead of nVidia the result is similar.
I have taken the time to explain to you the steps needed. Thank me, end the thread.
After I build my new PC I'll use latest release although it doesn't mean everything will work again.
Add "-silent" to the steam start options
/usr/bin/steam -silent %U
steam would only start, after i uninstalled everything nvidia (sudo apt-get purge *nvidia*)
must be an issue with the nvidia-drivers-390 package, in my case at least.
Distro is latest Mint 21.3
will try the "-silent" approach and report back
logs/webhelper-linux.txt showed following errors (among many other things):
old computer with Ubuntu 20.04, because of steamwebhelper it has been impossible to launch steam for a few days...
1. Being unable to connect to X11
2. libANGLE trying to use Vulkan on a card so old there is no way it supports it
This all sounds like Steam is trying to use GPU hardware acceleration when the card won't support it.

But I got the bigpicture mode in the wrong resolution.
