Steam flatpak and snap installations are reported to cause issues. How about trying Steam runtime or at least native?

they aren't official steam packages supported by valve either, makes me very wary.

This package is maintained by Canonical and not officially supported by Valve. Please report any issues through the contact or website links.

Note: This is a community package of Steam gaming plaform not officially supported by Valve. Report bugs through linked issue tracker.

Steam client is delivered with a load of the needed libraries. Those flatpak and snap clients are re-packed to fit the frame and are reported to use different paths, which is sometimes crucial for various games.

Seen one or two posts about this previously the past two weeks.

Shame. I've been a bit critical of flatpak for various reasons, but the sandboxing it offers is a much needed move. Giving free reign and full user privileges to every piece of software running should be a thing of the past, especially for closed source apps, and triply so for something with as many open vectors as steam has.

Just a spitball guess here, but steamwebhelper does depend on some networking, including localhost/loopback, to function properly. If that's what's causing it, maybe you could give the flatpak install full network access, and then restrict it manually with something like cgroups or the opensnitch firewall? *shrug*

no, I haven't do any restricts for Steam flatpak repo on my host. I found that its problem of many people who using Steam on flatpak, so its some of dev issue, I hope that they will fix it soon.

+1 to sandboxed software

Repo version has no problems, and can access the library that Flatpak made on my secondary drive, so it's a pretty quick switch.
