Search that one up - its not a new problem. Short story: achievements can be problematic, especially firestarter. Try different official servers or just use steam console and be done with it.

Things like SAM (steam achievements manager) are pretty much "at your own risk". Its not being approved or disapproved by steam - its just there. People usually are ok with it. And about steam console... I got carried away with that; you can remove achievements but not add them. If i was you i would either try normal way to get the damn thing or just ignore it. Its just a bunch of useless pixels either way.

If you complete what the description of the achievement says and it still doesn't give it to you, there's nothing "dishonorable" about using SAM to give it to yourself
