Generally, for handling bulldozers it's best to either grab skills that increase damage, high damage weaponry or both. grabbing low blow or unseen strike should make them less of a threat
(Speaking of low blow, I suggest using it with Swedish K submachine gun, as this one can reach 31 concealment without skills, has a cheap price, and thanks to low ROF recoil is fairly controllable
