I don't know if everyone is having the same issue, but I found out that if you reset your progress via settings, it restarts your progress on the 10k dino achivement. I hate to say it, but you have to start your progress over again. KEEP in mind you are starting from zero so you wont see progress for a long time, but I promise, if you keep playing 1-13, you will eventually see it go up.
